The painting is by the French academic and history painter Lionel-Noël Royer (1852-1926), who was a student of Cabanel et de Bouguereau which could easily be detected.

I do not agree... Kitsch means bad and this artist's drawing is masterful, his colour subtle, his treatment of various materials magic. The subject is sentimental, but so what, all love stories are.
